Solskjaer is facing fresh criticism after his Red Devils teams suffered a 1-0 defeat to Premier League rivals Arsenal.
Manchester United have beaten PSG and RB Leipzig in the Champions League recently but were poor at Old Trafford on Sunday.
Burley says Manchester United’s form is a ‘huge concern’ and says Solskjaer’s tactics against Arsenal were ‘absolutely clueless’.
He told ESPN: ‘They are almost a better cup side in the way they set up. We’re six games in, and they’ve lost three games. Four of those games have been at home!
‘That’s three losses and one draw at home. Of the two victories, one was damn lucky at Brighton. This is a huge concern.
‘There’s the odd flurry of good performances but generally Manchester United get outplayed. They’re reliant on the boys up front to come up with the goods.
‘And that’s not happening too much domestically because they get bossed in the middle of the park.
‘The manager sits there and doesn’t do too much about it. It’s party his fault and partly the players. No one is going unscathed here.
‘He should have got in their faces and pressed them. There was none of that. Absolutely clueless!’
For his part, Solskjaer admitted Manchester United were outplayed by Arsenal, who secured their first Premier League win at Old Trafford since 2006.
‘That’s football for you. It goes up and down,’ the Red Devils boss said.
‘We didn’t turn up, especially in the first half. That’s what we have to address because we know these boys can be so good.
‘We knew that this was the big game this week. And unfortunately in the first half we didn’t play well enough.
‘Second half we played better, we never seemed to have to defend too much. But when we did have to, we were too slow and gave away the penalty.’
