The Arsenal boss was keen to strengthen his midfield options in the last transfer window and the Gunners managed to complete a £45m deal to sign Partey from Atletico Madrid.
Arsenal were also targeting Houssem Aouar but were unable to reach an agreement with Lyon for the highly rated 22-year-old.
Jorginho was also linked with a surprise move to the Emirates Stadium in the closing stages of the transfer window as an alternative to Aouar.
But according to The Athletic, Jorginho was not regarded as a back-up option to Aouar and the Italy international was the subject of serious interest from Arsenal.
The report claims that Jorginho is ‘greatly admired’ by Arteta and Arsenal’s backroom staff.
However, due to their restricted transfer budget in the summer the Gunners are understood to have wanted an instalment-based deal with Chelsea and an agreement could not be reached.
When asked about his future last month, Jorginho revealed that discussions had taken place over a potential move to Arsenal.
‘I believe that every player is open to negotiations,’ the midfielder told ESPN Brazil.
‘Now my head is here and we’re going to do a great job with Chelsea, which I always wanted to do.’
