Brazilian midfielder Fred was widely criticised after being sent off during United’s 3-1 defeat to PSG in the Champions League last week.
The 27-year-old would have hoped to make amends against West Ham on Saturday but was left at home despite being fit.
Manchester United came from behind to defeat in-form West Ham, with Paul Pogba, Mason Greenwood and Marcus Rashford on target for Solskjaer’s side.
Asked about Fred’s absence following the victory, Solskjaer said: ‘Fred’s not injured.
‘He’s getting ready for the rest of the season because we’ve got a long season.
‘Today, it was a tactical decision to go with more physically strong… more height is actually more accurate than physically strong.
‘We needed height and Paul, Scott [McTominay] and Nemenja [Matic] were my three midfielders that I brought down with the squad.’
