Football legend, Ronaldinho presented the award to the award to Dembele at the ceremony in Paris on Monday evening.
Dembele had a remarkable year as he Paris Saint-Germain to a domestic treble last season.
The 28-year-old was instrumental to PSG maiden Champions League triumph in a dominant final over Inter Milan in May.
Ousmane Dembele scored eight goals and provided six assists including two in the final as PSG demolished Inter Milan 5-0.
The French forward won Ligue 1 best player last season as he led the Parisiens to their fourth consecutive title.
Dembele helped France teach the semi-finals of the UEFA Nations League where they lost to Spain in a pulsating semi-final tie.
